Représenter les associations membres devant les institutions européennes dans le cadre de leurs activités d’information et de défense des individus, des familles et des sociétés démocratiques contre les agissements d’organisations sectaires nuisibles. Alerter les instances et les institutions internationales en cas d’agissements délictueux en la matière. Participer à l’élaboration de l’Espace judiciaire européen en la matière Constituer un réseau d’informations international. Effectuer des recherches et des études en particulier juridiques, dans tout domaine pouvant faire l’objet de dérives sectaires. Principes éthiques

Une des bases essentielles de réflexion et d’action des associations membres de la FECRIS est l’écoute des victimes d’agissements abusifs ou présumés tels. Les objectifs et les méthodes de recherches et d’analyse sont validés précisément par cette proximité des personnes directement concernées.

Les dérives sectaires ne sont pas des phénomènes statiques. Leurs manifestations sont évolutives. Nous basons notre argumentation sur des données vérifiées et actualisées.

Notre analyse se situe sur le plan comportemental. Il est impératif de résister aux pressions visant à déplacer la question des dérives sectaires sur le terrain des croyances et de la religion. Ce faux débat, basé sur une approche incomplète du problème, est incompatible avec une analyse scientifique.

Nous désignons comme secte ou gourou l’organisation ou l’individu qui fait commerce de croyances et de techniques comportementales déstructurantes et qui utilise la manipulation mentale comme outil. Nos conclusions sont circonstanciées et prudentes. Elles prennent en compte les dols et les douleurs et destructurations des victimes et de leur famille.

Nous dénonçons l’embrigadement aveugle généré par certains systèmes de pensée et les conséquences graves qui en découlent pour nos structures familiales, sociales et démocratiques.

Cette base essentielle étant posée, les membres de la FECRIS s’engagent à coopérer selon les principes suivants :

Respect du pluralisme religieux, philosophique et politique ; Objectivité et pragmatisme en tenant compte de la complexité des situations à traiter ; Discrétion, respect du secret professionnel ; Remise en cause permanente compte tenu du caractère évolutif du phénomène sectaire. La FECRIS a organisé un colloque européen à Paris, les 23 et 24 avril 1999, regroupant 250 participants représentant 17 pays. Introduction

FECRIS (European Federation of Centres of Research and Information on Sectarianism) was founded on 30 June 1994 in Paris following the Congress on Sectarianism in Barcelona in 1993. It is a non-commercial association under French law. It declare itself politically, philosophically and religiously neutral as stated in article 2 of its statutes.

Its objectives are :

Rally representative European associations concerned with contemporary organisations with sectarian and totalitarian characteristics, whether legally constituted or not, whose practices violate the Universal Declaration of Human Rights, the European Convention for the Protection of Human Rights and Fundamental Freedoms, the International Convention on the Rights of the Child, European and national laws. Represent the member associations in their contacts with the European institutions in the framework of their defence of families, individuals and democratic societies against the activities of harmful sectarian organisations. Alert public authorities and international institutions in the event of punishable activities. Participate in the creation of a European legal area with regard to sectarian issues. Create an international information network. Research and study the legal field of sectarian deviations. Ethical Principles

The essential basis of reflection and action of the member associations of FECRIS is listening to the victims of abusive or presumed abusive activities. The objectives and the methods of this research and analysis are particularly valuable because of the direct contact with affected individuals.

Sectarian deviations are not static phenomena. Their outward signs are constantly evolving. We base our arguments on verified and up-to-date material.

Our analysis is based on the evidence derived from the behaviour of organisations. It is important to resist the pressure to place cultic behaviour on the safe ground of belief and religion. The discussion is a false one based on a superficial approach to the issues and incompatible with scientific analysis.

We focus on a cult or a guru when the organisation or the individual “trades” in beliefs and in destructive techniques with mind control as a tool. Our conclusions are considered and prudent. They take into account possible misrepresentations and the sorrow and destruction of the victims and their families.

We denounce the uninformed enrolment of individuals into certain thought reform systems and the potentially damaging results to our social, democratic and family structures.

This essential concept having been highlighted, the members of FECRIS agree to co-operate according to the following principles :

Respect of religious, philosophical and political pluralism ; Objectivity and pragmatism whilst keeping in mind the complexity of situations. Discretion, respect of the professional secrecy. Continually question. Never forget that the sectarian phenomenon is constantly evolving. FECRIS organised a European Conference in Paris on 23 and 24 April 1999 which brought together 250 participants representing 17 countries. FECRIS (Féderation Européenne des Centres de Recherche et d’ Information sur le Sectarisme – Europäische Föderation der Zentren für Forschung und Information bezüglich des Sektenwesen) wurde als Folge des Internationalen Kongresses 1993 in Barcelona am 30. Juni 1994 in Paris gegründet. FECRIS ist eine nicht gewinnorientierte Organisation nach französischem Recht. Sie erklärt sich im Artikel 2 ihres Statuts als politisch, philosophisch und religiös neutral.

Ihre Ziele sind wie folgt :

Zusammenschluss europäischer Vereinigungen, welche sich mit gegenwärtigen Organisationen sektiererischer und totalitärer Art befassen, seien diese nun gesetzmäßig konstituiert oder nicht, deren Praktiken im Widerspruch zur allgemeinen Erklärung der Menschenrechte, zur europäischen Konvention zum Schutz der Menschenrechte, zur internationalen Konvention zum Schutz der Rechte der Kinder, zur europäischen Gesetzgebung und zu den nationalen Gesetzgebungen stehen. Vertretung der Mitgliedsorganisationen bei den europäischen Institutionen im Rahmen ihrer Tätigkeiten der Information und Verteidigung von Einzelpersonen, Familien und demokratischen Gesellschaften gegen die Machenschaften von schädlichen, sektiererischen Organisationen. Warnung der Behörden und der internationalen Institutionen im Fall von strafbaren Handlungen. Teilnahme an der Ausarbeitung eines europäischen rechtlichen Rahmens betreffend diese Probleme. Errichtung eines internationalen Informationsnetzes. Durchführung von Forschungen und Studien, insbesondere auf juristischem Gebiet, in allen Bereichen, die durch sektiererische Tendenzen betroffen sein können. Ethische Prinzipien

Eine der wesentlichen Grundlagen der Überlegungen und der Aktionen der Mitgliedsorganisationen der FECRIS ist es, den Opfern von tatsächlichen oder vermuteten, mißbräuchlichen Machenschaften Gehör zu schenken. Die Ziele und die Methoden der Forschung sind gerade durch diese Nähe zu den unmittelbar davon betroffenen Personen gerechtfertigt.

Sektiererische Verirrungen sind keine statischen Phänomene. Die Organisationen sind in ständiger Entwicklung und eine der schlechtesten Arten des Reagierens auf sie wäre, die Argumentation auf veraltetes, unvollständiges und nichtüberprüftes Material aufzubauen.

Unsere Analyse beruht auf der Augenscheinlichkeit des Verhaltens. Es ist wichtig, dem Druck zu widerstehen, der ständig versucht, Fragen des sektiererischen Verhaltens auf den sicheren Grund von Glaube und Religion abzuschieben. Diese Diskussion ist deshalb falsch, weil sie auf einem mit wahrer wissenschaftlicher Analyse nicht kompatiblem und daher oberflächlichem Verständnis des Problems beruht.

Wir bezeichnen etwas als Sekte oder Guru, wenn die Organisation oder der Betreffende destruktive Glaubensvorstellungen ins Spiel bringt oder solche Verhaltenstechniken mit Bewußtseinsmanipulation als Werkzeug benützt

Unsere Schlußfolgerungen sind ausführlich und sorgfältig. Sie nehmen auf mögliche absichtliche Mißinterpretationen, die Trauer und die Zerstörung der Opfer und ihrer Familien Rücksicht.

Wir beobachten das blinde Engagement, das durch bestimmte Gedankensysteme hervorgerufen wird, und die schwerwiegenden Folgen für unsere sozialen, familiären und demokratischen Strukturen.

Entsprechend der Darstellung dieser wesentlichen Konzepte verpflichten sich die Mitglieder der FECRIS zu :

Respekt vor religiösem, philosophischen und politischen Pluralismus ; Objektivität und Pragmatismus angesicht der Komplexität der zu behandelnden Situation ; Diskretion, Respekt und professionelle Verschwiegenheit ; Ständigem Stellen von Fragen, ohne jemals zu vergessen, dass das Sektenphänomen sich in ständiger Entwicklung befindet. FECRIS hat am 23. und 24 April 1999 in Paris ein europäisches Kolloquium veranstaltet, das 250 Teilnehmer aus 17 Ländern versammelte.
